City Tax Incentives
The City of Corsicana is committed to the promotion of high quality development in all parts of the City, as well as to ongoing improvement in the quality of life for its citizens.

Insofar as these objectives are generally served by the enhancement and expansion of the local economy, the City of Corsicana will, on a case-by-case basis, give consideration to providing tax abatement as stimulation for economic development in Corsicana. It is the policy of the City of Corsicana to make available tax abatement for both new facilities and for the expansion or modernization of existing buildings or structures.


Industrial Expansion & Recruitment
In addition to incentives offered by the State of Texas, the following local incentives are available to qualifying businesses:

Property Tax Abatement
In return for taxable capital investments of at least $1 million and the creation of at least 20 new full-time jobs, the City of Corsicana, Navarro County and Navarro College are willing to consider property tax abatement.

Ad valorem property tax abatement (real and business personnel) cannot extend beyond a maximum of 10 years and cannot exceed a total of 500% during that time.

Economic Development Land Grants
A conditional land grant/loan is available at "no-cost" from the City for land located in either of the two Industrial Parks to industries in consideration for a significant (a minimum of $10 million) capital investment, and the creation of a substantial number (a minimum of 50) of new, full time (e.g., 40 hours per week) jobs.

The conditional land grant/loan remains in effect for a period of 20 years. A pro-rated portion of the conditional land grant/loan is forgiven annually for a term of 20 years (at 1/20th per year) as long as the company creates and maintains its projected capital investment and creates and maintains the required number of new, full time jobs. In the event the investment and/or the number-of-jobs are not retained, the remaining balance of the land grant/loan is due and payable.

Title to the property will be conveyed to the qualifying company through a standard warranty deed. Detailed provision for repayment will be part of the tax abatement agreement with the qualifying company. Neither the City nor the County will hold a lien on the property. The conditional land grant/loan is available on a first-come-first serve basis only.

New Market Tax Credits
Four census tracts in Corsicana and Navarro County qualify for the New Market Tax Credits (NMTC) program. See map of the qualifying census tracts.

Both the I-45 South Industrial Park and the TX-31 East Industrial Park are located in tract 4834 9970 700 and, therefore, qualify for the NMTC program.


Downtown Corsicana Tax Incentives
The Corsicana Downtown Revitalization District (CDRD) was created to spur development and restoration of the historic downtown district. The boundaries of the CDRD are shown in this map of the Downtown Revitalization District / Historic Main Street District.

To identify available commercial property in the downtown district, go to Available Property page on the Economic Development website. Using the search module, select either "Building" for available buildings, or "Site" for available pad sites.

Tax Abatement Programs for Downtown Properties
As a way of encouraging the rehabilitation and structural maintenance of Corsicana's historic downtown, the City of Corsicana and Navarro County offer two types of tax abatement incentives that are available to owners of property located within the boundaries of the downtown Revitalization District: 
  • Five-year Property Tax Abatement. In return for significant capital investment, owners of property in the CDRD are eligible to receive, upon approval by the City Council and County Commissioners Court, a five-year ad valorem property tax freeze resulting from any increase in the appraised value of the property resulting from the improvements made.
    • Applications for a Five-Year Tax Abatement must be submitted to the Economic Development Director, who is located at the Government Center at 200 N. 12th Street, telephone (903) 654-4806, email
    • Eligible real property and property owner must be current with all ad valorem property taxes
    • The estimated cost of the rehabilitation project shall equal or exceed either 20% of the most recent assessed ad valorem tax valuation of the structure or $20,000, whichever is less. 
    • The investments eligible shall be investments made for new construction, structural repairs and improvements, electrical repairs and improvements, plumbing repairs and improvements, mechanical repairs and improvements, interior repairs and improvements, and/or exterior improvements or restoration made to the physical structure. Taxes incurred for investment in personal property shall not be eligible for abatement. 
    • A pre-development meeting will be hosted by City staff and will include Planning & Zoning, Engineering, Economic Development, Main Street, and Fire Department, in addition to the property owner.
    • For any exterior modification to the property, an application for a Certificate of Appropriateness shall be submitted to the Historic Preservation Officer/Main Street Manager, who is located at the Visitor's Center at 301 S. Beaton Street, telephone (903) 654-4851, for review by Corsicana Landmark Commission for compatibility with the Downtown Overlay Design Guidelines.
    • The applicant must secure all City permits and must secure periodic inspection of the project to insure proper completion of the project. The Planning & Zoning Department for the City of Corsicana, located at 200 N. 12th Street, telephone (903) 654-4870, is the central point of contact for permitting information.
    • Following the submission by the property owner of the Application for Tax Abatement and COA (if applicable) and approval by the City Council, the incremental increase in the amount of the appraised value of the structural alterations or new construction shall not be added to the tax roll for a period of five (5) years.
    • Once a property owner has received a tax abatement under this ordinance, the property must be on the tax roll at full value for a minimum of 10 years before that property is eligible for tax abatement again.
  • One-Year Reinvestment Tax Credit. A one-year rebate of ad valorem property taxes is available to owners of property in the CDRD to help defray smaller capital expenses to the property, such as painting, window repairs, electrical and plumbing upgrades, etc. For more detailed information, contact the Main Street Manager, who is located at the Visitor's Center at 301 S.     • The one-year ad valorem tax credit program is administered by the City of Corsicana & Navarro County Economic Development Director and is applicable to City of Corsicana and County of Navarro real property ad valorem taxes only.
    • All work must be completed within the same calendar year in which the tax abatement is granted.
    • All applicable City permits must be secured and periodic inspections, as applicable, must be performed by the City of Corsicana.
    • If any work will be done on the exterior of any building located within the CDRD, you must also file for a Certificate of Appropriateness through the Historic Preservation Officer/Main Street Manager, who is located at the Visitor's Center at 301 S. Beaton Street, telephone (903) 654-4851
    • The completed Downtown Reinvestment Tax Credit Application must be submitted to the Economic Development Director, who will coordinate with the Main Street Manager and Planning & Zoning Manager, and process it for City Council approval.
    • All applicable City permits must be secured and periodic inspections, as applicable, must be performed by the City of Corsicana. The Planning & Zoning Department for the City of Corsicana, located at 200 N. 12th Street, telephone (903) 654-4870, is the central point of contact for permitting information.
    • Completed applications, along with a copy of the tax statement or receipt, and invoices for work performed marked "Paid in Full" or canceled checks totaling the full amount applicable to the specific work performed, must be submitted to the Economic Development Director (located at 200 N. 12th Street, telephone 903.654.4806) no later than December 31 of the year for which the tax abatement is to be granted.
    • Property owners must provide to the Economic Development Director a tax receipt from the tax assessor/collector before checks are issued by the city and county.


Federal & State Historic Preservation Tax Credits for Downtown Properties
The federal Historic Preservation Tax Credit program is managed by the National Park Service (Department of the Interior), in conjunction with the Texas Historic Preservation Office. The Federal Historic Preservation Tax Incentives program offers a 20% federal tax credit for qualified rehabilitation expenses.
