County Tax Incentives

Navarro County is committed to the promotion of high quality development in all parts of the county, and to ongoing improvement in the quality of life for its citizens.

Insofar as these objectives are generally served by the enhancement and expansion of the local economy, the Commissioners Court of Navarro County will, on a case-by-case basis, give consideration to providing tax abatement as stimulation for economic development within the county. It is the policy of Navarro County to make available tax abatement for both new facilities and for the expansion or modernization of existing buildings or structures. In addition to incentives offered by the State of Texas, the following local incentives are available to qualifying businesses:

Property Tax Abatement

These include local tax abatement consideration for industrial expansion projects available from the City of Corsicana, Navarro County, and Navarro College for taxable capital investments of at least $1 million and the creation of at least 20 new, full-time jobs.

Economic Development Land Grants

A conditional land grant/loan may be available from the City of Corsicana and Navarro County in their jointly-owned industrial parks to industrial expansion projects for capital investments with a minimum taxable value of at least $10 million and the creation of at least 50 new, full-time jobs.

New Market Tax Credits

Four census tracts in Corsicana and Navarro County qualify for the New Market Tax Credits (NMTC) program. See map of the qualifying census tracts

Both the I-45 South Industrial Park and the TX-31 East Industrial Park are located in tract 4834 9970 700 and, therefore, qualify for the NMTC program.
